A Capitol Inquiry client said he had heard rumors that a competitor for a government contract was friendly with an agency official who had influence over the selection of the winning bid. But our client had no names, only vague rumors. Through surveillance, and the development of an inside source, we targeted the suspected official, learned of his travel plans, followed him to the airport and confirmed his destination, quickly got a surveillance crew on the other end to follow him when he arrived and videotaped him meeting socially with members of the winning firm a few days before the contract award was announced. After agency investigators were shown the video, the award was rescinded and the contract re-bid; and our client prevailed.
